Traffic and People not following the posted signs

For 5 years I have been fighting city hall, the local Police office and the Prking authority to no help. Signs are posted on a telephone pole east on Carey st, saying Do not enter during 7:30 and 8:30 am and 2:30 and 3:30. Cars still come down the street complety ignoring the signs. They park on homeowners proberty or blocking them in not allowing them to leave or get into their probertys. They also park in the middle of the street get out and leave their cars there to get their children from school, they cross their children in the middle of the block not crossing them with the crossguards thus looking for a pertional accident to happen. Cars going the wrong way also block traffic that is going the right way. People are very aggorganated and use lanauge that is not accepted. When conacted each office, I have gotten the complete run around and no on will to help. The Allentown School has done nothing to help, They are not will to help or make any changes. I contacted the Morning call to get some help, while he was present and the officers were present only a few cars came the wrong way. Having a officer there is just not the answer but making Carey st one way will sure help
